The problem analysis being so clear and specific, the policy prescriptions are also similarly clear and focused: for instance, improve productivity in agriculture, get excess labor out from agriculture into industry, improve productivity in industry, liberalize foreign trade and domestic industrial investment and expansion, and spend much more on human development- education, literacy, health.
