While I feel free to recommend Petersen's work because of its strengths, it needs to be balanced by such evangelical commentaries as Baldwin's, Merrill's, and even my own in the Expositor's Bible Commentary. In short this can be welcomed as a serviceable commentary, often perceptive in its handling of matters of detail, less compelling in terms of giving an overall view of these chapters. Petersen has written an eminently usable commentary on two very difficult prophetic works, it is appropriate for student, scholar, and pastor Scholars will have to consult other works along with this, however, as the exegetical discussion often lacks the detail necessary for successful resolution of age-old cruxes, and there are many of them in these texts Nonetheless, this is a welcome addition to the existing corpus on postexilic prophetic literature and a worthy companion to Petersen's commentary on Zechariah 1-8.
