I was interested to see that a footnote in the essay "Idea for a Universal History from a Cosmopolitan Point of View" confirmed my suspicion that Kant did indeed seriously consider the possibility of intelligent life on other planets.
Whenever in other works (e.g. groundwork for metaphysics of morals) he mentions that the dictates of practical reason hold not just for humans, but for any rational being, he isn't talking about angels -- he's talking about ET. ( )
